Institute of Government and Law Reform

The Institute of Government and Law Reform is part of the University of the Philippines Law Center (UP Law Center) and has a statutory mandate to undertake research initiatives on various aspects of law, with the objective of informing law reform proposals. Its activities include conducting technical and legal studies, developing law reform proposals, and issuing legal opinions on legislation in process or executive regulations, either on its own initiative or at the request of different government agencies, such as the Philippine House of Representatives and the Senate.

Within the framework of the project, the Institute shall:

  • Coordinate the legislative reform drafting process.
  • Lead follow-up meetings with the expert teams.
  • Validate the final version of the legislative reform texts.
  • Officially present the reforms to the competent institutions.
