Technological development presents increasingly complex regulatory challenges, requiring a thorough reconsideration of citizens’ rights and obligations, as well as the role of institutions in the face of rapid technological advancements. This reality is shared globally, as the Digital Revolution impacts all regions of the world simultaneously, albeit with varying degrees of intensity.
The objective and context of this project are to address some of these challenges through a collaborative approach between Spain (and, by extension, European Union regulations) and the Philippines, guided by esteemed experts in their respective fields. The project focuses on three key areas of study, within which the following milestones will be achieved:
- In 2025, two expert reports—one from the Philippines and one from Spain—will be produced, outlining the regulatory challenges in each area and proposing strategies to address them from a legal perspective.
- In 2026, a comprehensive regulatory proposal will be drafted, consolidating the findings from the 2025 reports into a structured legal text. This proposal will be presented to the Philippine Parliament for discussion and, if deemed appropriate, for approval within the framework of national sovereignty.
